SDD-UBIDS Vice Chancellor nominated for Most Respected CEO Awards

A little more than three years after taking up his position as the founding Vice Chancellor of the SD Dombo University of Business and Integrated Development Studies (SDD-UBIDS), Prof. Philip Duku Osei's outstanding work has drawn the attention of the Ghana Industry CEOs Awards and the general public, leading to his nomination as one of Ghana's Most Respected CEOs.

The Ghana Industry CEOs Awards is an annual awards scheme aimed at identifying and publicly recognizing the most outstanding Chief Executives in corporate Ghana across a wide range of sectors. Eligible awardees include CEOs of both private and public sector corporations and institutions.

Awardees will be selected by the Ghanaian public who will first nominate CEOs for shortlisting, following verification of the nominations; and who will subsequently vote for the shortlisted nominees with those receiving the highest votes in each sector category being declared the winners by the scheme’s official Validation partners. In the coming days, we shall provide details on how to vote for Prof Philip Duku Osei to win this prestigious award.

Philip Duku Osei, (PhD) is a Professor of Public Policy and Management and is currently the foundation Vice Chancellor of the SD Dombo University of Business and Integrated Development Studies (UBIDS) in Wa, Ghana.

He previously served as Deputy Rector for two terms at the Ghana Institute of Management and Public Administration (GIMPA). Prior to that, he also served as the first Dean of the GIMPA School of Public Service and Governance (GSPSG).

Prof Osei was admitted to the Bachelor's Degree (Hons) in Political Science at the University of Ghana in 1990; and MA (Econ) in Development Administration and Management at the University of Manchester, England in 1992.


He earned his PhD in Research in Government in 1998 at the University of Strathclyde, specialising in Public Policy and Management. He was a Commonwealth Academic Fellow in 2005.

He is an academic entrepreneur who put his skills to use in helping to establish the first PhD Programme in Public Policy and Governance at GIMPA. He similarly worked with his team to establish a School of Law at the SD Dombo University in March 2023. He has published/co-edited books and journals in public administration theory and praxis and in social and in social and economic studies; several articles in high-quality academic journals, book chapters, conference papers and technical reports.

He has won several research grants and provided advisory services to the Government of Ghana, the Government of Jamaica, Government of St Kitts and Nevis in the areas of public sector reform, local government and disaster risk policy and management.

He worked with the University of the West Indies for 15 years, during which period he had the opportunity to work with Commonwealth Caribbean Cabinet Secretaries on how the New Public Management Reforms has impacted the careers of Permanent Secretaries/ Chief Directors. through the instrumentalities of support from UNICEF, UNDP, CIDA, Commonwealth of Learning, Commonwealth Secretariat in London, UK, and the EU he offered research and hands-on support for public services improvement through European Management Consulting firms such as BmB ARCADIS and Particip GmbH.

One of his most exciting advisory assignments was the mapping of water resources in the limestone region of Manchester Parish (District) in Jamaica in 2007 using GIS Arch Mapping, a project which has shaped his understanding of the use of and need for geospatial information and data in National development.
