The KPMG report on the Ghana Revenue Authority's (GRA) contract with Strategic Mobilisation Ghana Limited (SML) reveals that the GRA bypassed necessary approvals from the Public Procurement Authority and Parliament.
The audit, prompted by allegations of GRA paying SML for unperformed work, found SML's performance under the contracts to be partial.
Initially withheld, the report was eventually made public by the Presidency for transparency.
The audit recommended canceling SML’s upstream sector contract and renegotiating downstream sector contracts. KPMG also noted GRA's lack of needs assessment and failure to obtain required approvals, highlighting procedural lapses in contract management.
