Rwandan Foreign Minister Olivier Nduhungirehe has revealed that his Congolese counterpart refused to sign a deal aimed at resolving the M23 rebel conflict in eastern Democratic Republic of Congo (DRC).
The conflict has displaced over 1.7 million people.
The Tutsi-led M23 group has been accused of receiving support from Rwanda, a claim Rwanda denies, accusing Congo of working with the Hutu-led FDLR rebels.
Despite earlier agreement by delegates, the Congolese minister opposed the plan during a summit in France.
Efforts by French President Emmanuel Macron for a three-way meeting between the leaders of Rwanda and Congo were unsuccessful due to ongoing tensions.
