The Chief Executive Officer of Kazz Group of Companies, Adam Bonaa has stressed on the need for the country to have a policy on national security and safety saying, it would help in standardizing practices as well as improving services.
Mr. Bonaa opines that the nonexistence of a security policy leads to inconsistency in decision making as there is no formal documented guidelines on how to act when the unfortunate occurs.
“A national security policy tells us who you should report to, who is in charge of what. If there is fire and you call the Fire Service, other security services are supposed to receive the information so that when there is the need for the others to respond, they do so quickly. We have a health insurance policy, road levy policy and other policies but as a nation, we don’t have a national security and safety policy. And because of lack of this policy document, resources into the area of security and safety has rather dwindled over the years,” he noted.
Citing instances where a national security and safety policy could have saved the situation, Mr. Bonaa mentioned the gap created during transition period, vigilante groups which have been formed mainly out of mistrust for the political process and the deployment of military to galamsey sites as part of government’s efforts to fight illegal mining.
“Things are not properly clarified. The military has been brought in to take care of galamsey sites. You only bring the military into the city centres when a state of emergency has been declared. We have incidence of toll booth takeovers but a national security policy would have outlined who is in charge so they know when to respond. At the moment, we have a National Security Minister who is to ensure that the national security does not act arbitrarily but we still have few issues of intimidation here and there. Civilians were involved in the seizure of state vehicles people were allegedly using. If we had a national security and safety policy, all these would have been properly outlined so that those who would have gone for these vehicles would be state actors,” he said.
