Where Is the Capitation Grant for Managing Basic Schools? -Kofi Asare

In a post shared on his official Facebook page on Tuesday, 25th January 2022, Kofi Asare wrote: “The Capitation Grant is used to manage basic schools. Every child receives about GH 10 a year, and there are about 7 million beneficiaries.

Since 2006, the Grant has always been in arrears, accounting for the poor management of basic schools.

The current Government has since 2017 indicated strongly it is transforming education into a world class one, meaning a departure from the old inimical practices.

We are in year five of the transformation agenda, yet the 2021 academic year’s tranche is still in arrears, as schools commence 2022 academic year.

How can we transform basic education when funds meant for managing basic schools do not arrive during the academic year; and how are these schools even managed?

Yesterday, it was heartwarming to hear the Minister of Education announce measures he has put in place to ensure an end to delayed release of funds in secondary schools.

Dear Dr. Yaw Osei Adutwum, Ministry of Education GH, Ghana Education Service, what are you doing to remodel the financing architecture for the Capitation Grant to ensure an end to its delays?

I am looking forward to a Ghana where funds meant for managing schools arrive before the academic year begins, just like funds for MPs and Article 71 cars & ex gratia at the beginning of every administration.

Is this too much to ask? Nana Addo Dankwa Akufo-Addo, he asked.
