Elvis Morris Donkoh is a Ghanaian politician and member of the Seventh Parliament of the Fourth Republic of Ghana representing the Abura-Asebu-Kwamankese Constituency in the Central Region on the ticket of the New Patriotic Party.

He obtained the following certificates; Post Graduate Diploma from Business University of Costa Rica and a Diploma from the University of Ghana.
