Philip Edward Archer was a Ghanaian judge, solicitor, lawyer, and Chief Justice of Ghana from 1991 to 1995.

He was born on 22 February 1925 in Abontiakrom, Tarkwa Ghana. He attended the St Peter's School in Sekondi, Adisadel College, Cape Coast, and the University of Nottingham in England for his tertiary education.

He returned to Ghana and joined the office of the Registrar-General in 1957 after working as a solicitor of the Supreme Court of Jurisdiction of England and Wales.

He was Registrar-General in 1959 and Judicial Secretary in 1961 and in 1964, a High Court Judge and a Supreme Court Judge in 1980. From 1979 to 1983 he was Pro-Chancellor and Chairman of the University of Cape Coast Council. He was also the chairman of the Law Reform Commission and a Member of the Council of State in 1995.

He was honored with the Order of the Star of Ghana in 1995.

Philip Edward Archer retired in 1993 and died at the Korle Bu Teaching Hospital on 10 May 2002.
