The Committee for Constitutional Review is established by the Ministry of Parliamentary Affairs.

The Minister for Parliamentary Affairs, Mr. Osei Kyei-Mensah-Bonsu, has established a Constitutional Review Consultative Committee to assist the Ministry in gathering ideas for revising the constitution of 1992.

Representatives of the National Commission for Civic Education (NCCE), the African Centre for Economic Transformation (ACET), the Commission on Human Rights and Administrative Justice (CHRAJ), and the Judicial Service serve on the Committee.

Other institutions include the National Development Planning Commission (NDPC), the Office of the Auditor General, the Attorney General and Ministry of Justice, the Ghana Bar Association, and the Parliament of Ghana.

Recent developments in governance, according to Mr. Kyei-Mensah-Bonsu, have revealed challenges with certain provisions of the 1992 Constitution.

"The National Development Planning Commission (NDPC) was created to assure effective coordination and evaluation of national policies and plans, but changes in political leadership have negatively impacted the Commission's work.

"Another issue that necessitates Constitutional Review is the National Development Planning Commission's interrupted operation or performance. "The frequent changes in the composition of the Commission and its general partisanship undermine its effectiveness," he continued.

According to the Minister, corruption began with the Presidential system of government and the West-Minister System is ideal for Ghana's democracy.

Mr. Kyei-Mensah-Bonsu referenced the Technical Consultation for the review of the 1992 Constitutional fora held on February 21, 2023, at which participants presented a variety of perspectives on the Constitutional Review.

The Minister stated that the newly established Committee would be guided by the 2010 Constitution Review Commission report.
