Political Science Professor Ransford Yaw Gyampo has expressed his concern and offered some advice to the Special Prosecutor. He believes that the Special Prosecutor should proceed with caution, especially considering the lack of true independence in the office.

Prof Gyampo emphasized that the Special Prosecutor should not hastily seek to please others, as the office is not truly free from political influence. His remarks came in response to the recent arrest and subsequent bail of former Environment Minister Professor Kwabena Frimpong-Boateng by the Office of the Special Prosecutor.

Prof Gyampo disagreed with the approach taken by the OSP, stating that it was improper to arrest a respected professor who had willingly responded to an invitation. While he acknowledged that individuals can be invited to assist in investigations, he stressed that arrest should only occur after charges have been filed.

Expressing his dissatisfaction, Prof Gyampo deemed the arrest as disrespectful, an unnecessary display of power, and a form of harassment towards Prof Frimpong-Boateng. He acknowledged that he is not a lawyer, but he firmly believed that the professor could have been invited for questioning first, and only if he failed to comply, arrest could be considered.

Drawing on the history of constitutional review, Prof Gyampo reminded readers that the initial advocates sought an independent prosecutor, not a Special Prosecutor who would operate under the shadow of a partisan Attorney-General. The goal was to separate the Attorney General from the Ministry of Justice and establish an Independent Public Prosecutor who would not be subject to orders from the Attorney General regarding the pursuit or discontinuation of cases.

In conclusion, Prof Gyampo's message is one of caution and a reminder of the importance of true independence in the role of the Special Prosecutor. He advises against rushing to please others and highlights the need for respect, fairness, and adherence to due process when carrying out investigations and arrests.
