The former CAF Deputy General Secretary stated in a tweet that the money offered to the Ghanaian midfielder could help alleviate some of Ghana's economic issues.
"BOMBSHELL: The money one Saudi Arabian soccer club is offering Thomas Partey is SO ENORMOUS that it could help solve some of Ghana's economic issues," he wrote.
His tweet did not specify the exact sum, but stated that he will reveal it at noon.
"I will reveal the figure at 1200 GMT," he continued.
The unnamed Saudi Arabian club is reportedly willing to pay Thomas Partey €40 million in installments.
However, they must compete with Italian club Juventus, which has offered Partey a three-year contract.
Thomas Partey, who will join Arsenal in the 2020 summer, has two years remaining on his current contract.
